MEMORANDUM OF UNDERSTANDING BETWEEN THE ANDALUSIAN MINISTRY OF EDUCATION (SPAIN) AND THE LOCAL AUTHORITY OF PLYMOUTH, UNITED KINGDOM

SIGNATORIES

For the Andalusian Ministry of Education - Dª Cándida Martínez López, in accordance with the authority granted to her by the Junta de Andalucía.

For the Plymouth LA - William May acting on behalf of and with the authority of the Local Authority.

Both parties are authorised to act on behalf of their respective organisations and in the interests of improving the educational experience of students in their institutions. To this end they declare that:

  • The Andalusian Ministry of Education wishes by the Project to develop, promote and foster the knowledge of foreign languages in Andalusia generally and in its      schools in particular.
  • In accordance with the Plurilingual Plan, consolidate and extend the network of bilingual schools in Andalusia, the majority of which specialise in English.
  • The LA of Plymouth, in accordance with the National Strategy for Languages proposed by the UK Government, wishes to promote the teaching and learning of  foreign languages and intercultural understanding in primary schools and secondary schools in Plymouth.
  • In view of the above, both parties consider it important to bring cutural understanding through their respective languages.

 

IT IS THEREFORE AGREED AS FOLLOWS:

1.         The Parties will:-

  • Agree a series of actions and objectives which will promote a mutual knowledge and understanding of the respective education systems of the Regions.
  • Encourage actions which foster the teaching and learning of Spanish and English.
  • In particular and with the aim of promoting intercultural understanding, mutual respect, knowledge of cultures and language learning generally, and in particular by making use of new technologies and virtual platforms, develop a system of linking schools in Plymouth and Andalucia whereby such linking  could possibly form part of the European Comenius Program or may be independent of such support.
  • Promote a system of linking between adult education establishments, possibly through Comenius SW and specialist language schools in the Regions.
  • Develop the in-service training of teachers particularly in the Spanish and English languages and foster teacher exchanges and develop in-service course for teachers in the Regions.
  • Facilitate the exchange of ideas, innovatory projects and examples of good practice in the field of educational administration between the Regions by promoting the mobility of educational professionals such as office managers, inspectors and headteachers to share experiences in educational administration, management and innovatory projects.
  • With the mutual agreement of both Parties to permit the participation of other institutions, organisations, bodies or persons in any projects developed and arising from the Project and this Memorandum.

 

2.         Within one month of signing this Memorandum a Management committee for the South West / Andalucia  project will be formed to monitor and evaluate the  project: the terms of reference of which will be, inter alia:-

  • Three representatives of each Party, with equal voting rights shall sit on the Committee
  • Decisions of the Committee to be made by mutual agreement
  • The Committee will meet every six months or when either Party acting reasonably, requests a meeting on at least [14] days written notice
  • The Committee shall consider and determine the actions necessary to facilitate the successful implementation of the Project and agree any necessary legal agreements necessary to fulfil the requirements of the Project
  • When considered necessary to interpret this Memorandum
  • To record decisions made and discussions between the Parties in relation to the Project
  • To undertake an annual evaluation of the Project (to assess progress).
  • To assess and evaluate any health and safety issues relating to the Project.

 

3.         This Memorandum represents the good faith intentions of the Parties to proceed with the Project but is not legally binding and creates no legal obligations on either Party. Its sole purpose is to set out the principles on which the Parties intend in good faith to promote the Project and if relevant and necessary to negotiate legally definitive agreements for the purpose of carrying out the Project.
